Comune di Roma: la Giunta Comunale delibera le nuove Norme tecniche di attuazione del PRG
Dopo 15 anni dalla entrata in vigore del PRG, il 13 giugno scorso la Giunta Capitolina di Roma (la Giunta Comunale) ha licenziato la bozza delle nuove Norme Tecniche di Attuazione (NTA) del PRG. Per poter entrare in vigore le nuove NTA dovranno essere oggetto di delibera di adozione da parte del Consiglio Comunale (l’Assemblea Capitolina), di osservazioni da parte del pubblico, delle relative controdeduzioni e di delibera di approvazione definitiva sempre da parte del Consiglio Comunale.
Come emerge dal documento di presentazione pubblicato sul sito istituzionale del Comune di Roma, le nuove NTA intendono perseguire i seguenti obiettivi:
Semplificazione nell’attuazione urbanistica : adeguamento delle categorie d’intervento alla normativa nazionale e regionale – (art. 9), introduzione del permesso di costruire convenzionato (art. 12) e semplificazione dell’attuazione in Città Storica e consolidata (artt. 25 – 49), ad esempio mediante l’eliminazione del vincolo dei 60 posti letto massimi per le strutture alberghiere previsto in Città Storica o la possibilità di trasformare in strutture alberghiere edifici che abbiano il 70% degli immobili adibiti ad attività di affittacamere o case vacanze;
Semplificazione dei cambi di destinazione d’uso : riduzione delle categorie funzionali, inserimento della funzione logistica e maggiore flessibilità nel cambio di destinazione d’uso – art. 6;
Housing sociale, Student housing e Senior housing : accrescimento della quota di residenze a canone calmierato, student e senior housing attraverso programmi urbanistici; – modifica artt. 6, 22 e 45;
Immobili dismessi : disciplina ad hoc per favorire la riqualificazione edilizia e di contrasto agli immobili degradati – modifica art. 21 e introduzione artt. 21bis e 21 ter;
Aggiornamento della Carta per la Qualità (art. 16 e modifica elaborati).
A valle della pubblicazione della delibera della Giunta Capitolina e della bozza delle nuove NTA sarà possibile effettuare valutazioni più puntuali.
